Energy Assistance Program

 

Through partnerships with Pacific Power and Light, Portland General Electric, NW Natural Gas, and the City of Portland Water Authority, we help families acquire and maintain affordable home energy and utility services. Our program offers eligible clients emergency payments for electricity, gas, oil and water discount. The SEI energy assistance hotline is open most Mondays at 9am until capacity is reached. There is no guarantee of assistance.

Required Documentation

(please provide photo copies)

  • 30-Day proof of gross income for ALL family members 18 years of age or older

  • Picture Identification for ALL family members over 18 years of age or older

  • Social Security cards for ALL family members

  • Current Utility Bill (applicant’s name must be on bill)

Enrollment Process

The SEI energy assistance hotline is open most Mondays at 9am until capacity is reached. For up to date information on hotline dates & times please call 211.

Services are available for: PGE, Pacific Power, NW Natural Gas*, and heating fuel (oil, wood, and propane) customers on a first come first served basis as scheduled through the hotline.

In order to get an appointment please call: (503) 240-0828 and leave a message with your first and last name and a working phone number. Please note that due to high call volume, some callers may not be able to reach the message line. If you are unable to get through, please keep trying or call back the following Monday at 9am.

Walk-ins for the Multnomah County Portland Water Bureau Discount program most Tuesdays from 9am-11am & 1:30pm-3pm. Customers responsible for paying a Portland Water Bureau residential sewer/stormwater/water bill, and whose household income is less than 60% of the Portland Median Family Income (MFI), may be eligible for a discount on their bill. MFI is according to household size and income and can be found on the below application and here). Eligible customers experiencing a crisis may also receive up to $500 in assistance once every 12 months.

No appointment needed for signing up for the Multnomah County Portland Water Bureau Discount program, but all other services require appointments.

*Customers of Northwest Natural Gas may be able to receive walk-in assistance most Tuesdays from 9am-11am & 1:30pm-3pm or until capacity has been reached with their gas bill only. Again, please call 211 for the most up to date walk-in information.
